President John Mahama has set March 2027 as the deadline for completing and commissioning the first 700 homes at the Saglemi Affordable Housing Project.

Mahama announced the timetable during a tour of the site on Thursday, where construction has resumed after years of inactivity, legal disputes and deterioration. He said the government expects the entire first phase of 1,500 units to be delivered by December 2027.

The wider plan envisages a 5,000-home estate. Work on the remaining 3,500 units is expected to begin after the first phase is completed, according to the President.

Mahama said prospective homeowners would be invited to register through an official portal when the application process opens. The government has not yet published prices, eligibility rules or the opening date for registration.

The President traced the development to the administration of the late President John Evans Atta Mills and said work continued during his previous government. The project later stalled after a change of administration and subsequent legal and investigative processes.

During the years of inactivity, the estate suffered extensive vandalism. Mahama said electrical cables, bathroom fittings, wash basins, baths, bulbs and underground telecommunications cables were among the items removed.

The government has since brought in LMI Holdings to complete and redevelop the estate through private-sector participation. The arrangement is intended to move the existing buildings into use while providing the infrastructure required for a functioning residential community.

LMI Holdings Chief Executive Officer and Chairman Kojo Aduhene said underground cabling, vegetation clearing and water works were under way. He said a water plant at the Dawa Industrial Area could supply the completed units.

The estate is also expected to receive internet connectivity and supporting infrastructure. Mahama said water and solar-power facilities were being developed alongside the housing work.

The project is located along the Accra–Aflao highway, close to industrial areas in Tema and Dawa. The President said employees of nearby companies could create demand for the homes if individual applicants did not take them up quickly.

Financing is expected to form part of the sales framework. Mahama said financial institutions, including the National Homeownership Fund, were prepared to support buyers with deposits, mortgage arrangements and repayment periods.

The details of those facilities, including interest rates and qualification requirements, have not been released. The government said more information would be announced with the registration and pricing arrangements.

Saglemi has remained one of Ghana’s most visible stalled public-housing projects. Although several structures were built, the absence of complete utilities and the disputes surrounding the original contracts prevented occupation.

The renewed timetable creates two measurable milestones: 700 commissioned homes by March and 1,500 delivered by the end of December 2027. The next operational step is continued infrastructure work and the eventual opening of the buyer-registration portal.

The announcement separates physical delivery from allocation. Construction and utilities have to be completed before applicants can occupy the estate, while the portal will govern who can seek a unit. Mahama said interested individuals and companies serving nearby industrial workers could participate when registration opens.

The water plant, underground cabling, solar facilities and internet connection are therefore part of the delivery test, not optional additions. The March commissioning target will require those supporting systems to be ready for the first group of residents as well as the buildings themselves.

No beneficiary list has been created publicly. Until the government publishes the portal and financing terms, prospective buyers have no authorised registration channel for the revived units.
